An effective decision system treats every disposition as equally available. Where stopping is structurally harder than continuing, the system is not neutral.

Evidence supports proceeding on the current design and sequence.
Scale
Evidence supports extending scope, population, or investment.
Pause
A defined condition is unmet; work halts pending resolution.
Redesign
The intent remains valid; the current approach does not.
Resequence
The work is sound but dependent on conditions not yet in place.
Stop
Evidence does not support continued investment.
Close
Implementation and outcome measurement are complete and accepted.
Request more evidence
The decision is deferred deliberately, with a named gap and a deadline.
